πŸ“ Abstract
This paper presents the Multi-Hazard Action Plan on Fish Kill Events in Talisay, Batangas, a municipality holding the highest number of authorized fish cages (2,500) among all Taal Lake lakeshore municipalities. Fish kill events in Talisay arise from compound hazard drivers: typhoon-induced lake overturn, Taal Volcano’s sulfur dioxide emissions, eutrophication, and high fish cage density β€” collectively responsible for the loss of 2.87 million fish and β‚±157.9 million in economic damage from 2021 to 2024. Using a mixed-methods design, 68 respondents from four priority lakeshore barangays participated in a 40-item, four-point Likert scale survey. Results showed an overall weighted mean of 3.14 (Agree), with disaster preparedness (WM 3.10) identified as the dimension most needing enhancement. Anchored in Republic Act No. 10121, the Sendai Framework for Disaster Risk Reduction 2015–2030, and the Sustainable Development Goals, the three-year action plan (2027–2029) proposes 28 programs, plans, and activities (PPAs) under four strategic goals addressing prevention and mitigation, preparedness, response, and recovery and rehabilitation. The plan establishes real-time dissolved oxygen monitoring, multi-hazard simulation drills, a unified Incident Command System, and structured livelihood recovery mechanisms to build the long-term resilience of Talisay’s fisherfolk communities and lakeshore ecosystems.
