International Journal of Scientific Research and Engineering Development

This conceptual paper develops a framework for studying how Urban Development Management (UDM) relates to the Resilience of Smart Cities (RSC) in the Kingdom of Saudi Arabia. Grounded in systems thinking and a capability view of urban governance, the framework positions UDM as the principal enabler of resilience through the coordination of land use, infrastructure, mobility, environmental protection, preparedness and regulation. The paper sets out the constructs, their theoretical justification, a proposed measurement logic, and a cross-sectional survey design suited to specialized professionals. No empirical estimation is presented; the contribution is a testable, replicable design that later studies can apply to examine resilience-oriented urban development under Vision 2030.
