📝 Abstract
The study assessed the effect of project planning practices on the success of the Nasho Solar-Powered Irrigation Project in Kirehe District, Rwanda. A descriptive research design was used with 150 respondents comprising project staff, government officials, and beneficiaries. Data were collected through structured questionnaires and document review, while stratified random sampling ensured representation of stakeholder groups. The study was guided by Goal-Setting Theory, ResourceBased View Theory, and Risk Management Theory. The findings showed that scope planning significantly improved milestone achievement through clear objectives, proper documentation, and effective use of the Work Breakdown Structure. Resource planning enhanced cost control through proper budgeting, procurement scheduling, and efficient resource allocation. Risk management planning significantly improved timely completion of project deliverables through risk identification, monitoring, and mitigation. Overall, project planning practices had a significant effect on project success, with the model explaining 97.8% of the variation in project success. The study recommends strengthening project planning, improving resource management, and adopting proactive risk management strategies to enhance the performance and sustainability of large-scale infrastructure projects in Rwanda.
