AI agents are becoming a new category of enterprise workforce alongside employees, contractors, softwarerobots, and traditional applications. As organizations assign AI systems persistent responsibilities, access rights, service expectations, and decision authority, workforce governance must expand beyond human resource management and technology operations. This paper proposes an AI Workforce Governance Framework that defines how enterprises should classify digital workers, assign ownership, establish roles and decision rights, manage identity and access, define supervision models, measure performance, control risk, govern collaboration with humans, and retire AI workforce components. The framework integrates enterprise architecture, operating model design, cybersecurity, Responsible AI, process governance, workforce transformation, and portfolio management. It enables organizations to treat AI agents as governed digital roles rather than uncontrolled automation, supporting productivity and innovation while maintaining accountability, transparency, human authority, and organizational resilience
