Business capability maps are widely used to describe what an enterprise does, but many organizations treat them as static architecture artifacts rather than continuously updated management information. This paper proposes a Business Capability Intelligence Framework that transforms capability models into actionable intelligence by connecting strategic importance, performance, cost, risk, application support, data dependencies, workforce capacity, customer impact, technology health, investment, and transformation initiatives. The framework defines capability intelligence domains, data sources, scoring models, heat maps, dependency analysis, scenario planning, and AI-assisted insights. It integrates business architecture, enterprise architecture, portfolio management, data governance, financial management, risk, and operational performance into a shared decision model. The proposed approach enables leaders to identify capability gaps, duplicated investment, transformation priorities, resilience concerns, and emerging opportunities. By treating capabilities as measurable and dynamic decision objects, enterprises can improve strategic planning, portfolio optimization, operating model design, and transformation execution.
